Sovereign Security Setup: To prevent spam and ensure usage limits are independent, you must provide your own Google reCAPTCHA v3 keys.

1. Visit the reCAPTCHA Admin Console.
2. Select reCAPTCHA v3 (Score-based).
3. Add your domain and generate your Site Key and Secret Key.

Verification: I agree to the Sovereign Data Minimization Policy. I understand my email and RECAPTCHA keys are stored as a SHA-256 hash for identity resolution and inquiry text is never persisted.
